I would get in contact with AHPRA for clarification on this https://www.ahpra.gov.au

It is common practice for medical practitioners to take a deposit for a procedure in order to secure a procedure date, however, a patient may not be suitable for the procedure and in this instance, you should receive your money back.

It would be incredibly disappointed if this wasn't the case.
